Indonesia's Tarpaulin Duty Is $0.75 a Kilo, Not $0.0007 — and One English Page Says Otherwise
A three-stage safeguard on polyethylene tarpaulins, and the rupiah-per-kilogram unit that one widely-copied summary reports as per tonne
Indonesia imposes a safeguard duty on polyethylene tarpaulins at 13,400 rupiah per kilogram in stage one, falling to 11,458 by stage three. At 17,881 rupiah to the dollar that is $0.75 a kilo, or $3.60 on a 4x6 metre tarpaulin. A Chinese summary states the same figure per tonne.
AI Summary
Indonesia notified the WTO on 6 October 2026 of a safeguard duty on polyethylene tarpaulins at 13,400 rupiah per kilogram in the first stage, 12,391 in the second and 11,458 in the third. At 17,881 rupiah to the dollar that is $0.75 per kilogram, or roughly $3.60 on a 4 by 6 metre tarpaulin at 200 grams per square metre.
The number is not the problem. The unit is. One widely copied Chinese trade-remedy summary gives the identical figures per tonne, which is a thousandth of the cost, and the WTO had to issue a corrigendum in October specifically to fix a unit heading in its own table.
What happened
Indonesia’s safeguard investigation into polyethylene tarpaulins opened on 18 September 2024 and reached a final determination in September 2026. The measure notified to the WTO is a specific duty, expressed in rupiah per kilogram, in three declining stages:
| Stage | Duty | Per kilogram | Per 4x6 m tarpaulin at 200 gsm |
|---|---|---|---|
| One | 13,400 rupiah/kg | $0.7494 | $3.60 |
| Two | 12,391 rupiah/kg | $0.6930 | $3.33 |
| Three | 11,458 rupiah/kg | $0.6408 | $3.08 |
The conversion uses 17,881 rupiah to the dollar, a reference rate dated 9 October 2026. The per-tarpaulin column uses a 4 by 6 metre sheet at 200 grams per square metre, which is 4.8 kilograms of material; that weight is an input, and a different sheet size or grammage gives a different number.
The tariff lines covered are ex3921.90.70 and ex3926.90.99. The investigation period ran from 2021 to 2024. And a safeguard is not the only instrument that lands on a plastic sheet: the European Union charges per item on low-value consignments under a different mechanism with a different date, priced in the EU per-item customs charge, and the two do not offset each other for a seller shipping to both markets.
And the unit is where this stops being routine. The Chinese trade-remedy summary of the same measure, published on 9 October 2026, states the duty as 13,400 rupiah per tonne in one paragraph and 13,400 rupiah per kilogram in another. The two differ by a factor of a thousand. The WTO document that the summary is compiled from carries a corrigendum issued on 6 October 2026 whose purpose is to correct the heading of the table, and the corrected heading reads Specific Duty (Rupiah/kg).
That corrigendum is the reason this article leads with the unit rather than the rate. A safeguard duty reported as per tonne lands on an invoice as 0.0007 dollars per kilogram, which a buyer reading quickly would treat as nothing. It is 0.75 dollars per kilogram, and on a container of tarpaulins it is not nothing.
Safeguard measure — a temporary duty imposed under WTO rules when a surge in imports causes or threatens serious injury to domestic producers. It is not a finding that anyone dumped or was subsidised; it applies to all origins. Indonesia’s measure on polyethylene tarpaulins is a specific duty, meaning a fixed amount per kilogram rather than a percentage of value, which is why the unit decides everything.
Why now
This is the second Indonesian measure on this product family to be revised in a fortnight, and the revisions are running in one direction.
The final determination was notified on 17 September 2026 and the revised result on 6 October 2026. In between, the duty schedule was published, corrected, and put into effect, with implementation left to an Indonesian finance ministry decree. The case timeline on the Chinese trade-remedy network shows the investigation opening in September 2024 and closing two years later, which is a normal duration for a safeguard case and leaves no room for the argument that this arrived without warning.
The direction of travel is what matters for a buyer. A specific duty expressed in rupiah is not exposed to what the goods are invoiced at. An ad valorem duty scales down when the declared value falls; a specific duty does not. When the rupiah moves, the dollar cost of the duty moves with it while the rupiah amount stays fixed, so an Indonesian buyer’s cost in local currency is stable and their supplier’s competitiveness in dollars is not.
Indonesia is the largest economy in ASEAN and one of the destinations the customer definition behind this site names explicitly. Of the twenty-five analyses published here, seven touch a Belt-and-Road market at all, and the platforms category has until now been entirely about European and American rules. This is the first piece that prices an ASEAN measure, and it exists because the destination side of the corridor is where a foreign buyer’s invoice is actually decided.
So what
Two numbers decide whether this measure changes your landed cost, and neither is the duty rate itself.
The first is grammage. The duty is per kilogram, so the cost per tarpaulin is the sheet’s weight multiplied by the rate. A 4 by 6 metre tarpaulin at 200 grams per square metre weighs 4.8 kilograms and carries $3.60 in stage one. The same sheet at 150 grams per square metre weighs 3.6 kilograms and carries $2.70. A supplier quoting a lighter sheet is quoting a lower duty as well as less plastic, and the two effects point the same way, which is why the weight has to be a line in the comparison rather than an assumption.
The second is the stage. The duty falls by roughly eight per cent between stages, from $0.7494 to $0.6930 to $0.6408 per kilogram. That is a real reason to schedule shipments rather than a rounding difference: a 40-foot container of 4.8-kilogram tarpaulins holds around 5,000 sheets, which is $18,000 in stage-one duty against $15,400 in stage three.
| On 5,000 tarpaulins at 4.8 kg | Duty per kg | Duty total | Against stage three |
|---|---|---|---|
| Stage one, 13,400 rupiah/kg | $0.7494 | $17,986 | +$2,592 |
| Stage two, 12,391 rupiah/kg | $0.6930 | $16,632 | +$1,238 |
| Stage three, 11,458 rupiah/kg | $0.6408 | $15,379 | — |
And the third thing is not a number. It is that a buyer searching for this measure in English will find the per-tonne version, because it is the one that has been copied. A buyer who takes that figure will understate their duty by a factor of a thousand and will discover it at the port. The check is not difficult: a safeguard duty on a woven plastic sheet cannot be seven ten-thousandths of a dollar per kilogram, because no customs administration writes a duty that a rounding convention erases. The same failure mode runs the other way in the American postal route, where a widely-quoted per-item figure described four days in February 2026 and has been repeated ever since.
How confident
Confirmed. The duty amounts, their three-stage structure, the unit heading Specific Duty (Rupiah/kg), the corrigendum’s existence and purpose, and the document numbers are read from the WTO notification itself, G/SG/N/8/IDN/35/Corr.1 of 6 October 2026, which I extracted from the PDF rather than from a summary of it. The case timeline, the investigation period of 2021 to 2024 and the tariff lines ex3921.90.70 and ex3926.90.99 come from the Chinese trade-remedy network’s case page. The exchange rate is a dated reference rate from a named service. The grammage range comes from supplier listings, used only as a range.
Inferred. The per-tarpaulin and per-container figures are my arithmetic on published inputs, not figures any authority publishes. The 4 by 6 metre size and the 200 grams per square metre are chosen to make the arithmetic checkable, and a reader shipping a different sheet will get a different answer from the same table. I have assumed the three stages apply in sequence from the start of the measure and at equal intervals; the notification gives three periods without dates, and I did not find the finance ministry decree that would set them. I have also assumed the duty applies to the weight of the goods as entered, which is the ordinary basis for a specific duty and is not stated in the notification.
What would change my mind. If the finance ministry decree implements the stages on a schedule that differs from the notification, or applies them to a different weight basis, the per-container totals move and the stage table is a shape rather than a plan. If the corrected per-kilogram heading is itself a second error and the operative measure is per tonne, then the duty is negligible and this article is wrong about its central claim — I regard that as unlikely because a corrigendum exists precisely to fix the heading, and because the Chinese summary uses per kilogram in the sentence nearest the source. And if Indonesia terminates or shortens the measure following the revision, none of the stage arithmetic survives.
For you
- Importers of PE tarpaulins into Indonesia: the duty is charged per kilogram, so your first task is the entered weight of each SKU, not its value. A 4 by 6 metre sheet at 200 grams per square metre carries $3.60 in stage one; at 150 grams it carries $2.70.
- Anyone modelling this from an English-language summary: check the unit before the amount. The per-tonne version of this figure is in circulation and understates the duty a thousandfold.
- Buyers planning volume: the stage decline is worth scheduling for. On 5,000 sheets the difference between stage one and stage three is $2,607, which is more than the duty on 700 sheets.
- Sellers quoting into Indonesia: a lighter sheet reduces the duty and the material cost together, so grammage is a commercial lever rather than a specification detail. Confirm what the invoice and the packing list declare, because that is the weight the duty follows.
- Anyone tracking the region: this is the first ASEAN measure priced on this site. The Indonesian revision followed the September final determination by less than three weeks, which is a pace worth watching in a market where a specific duty in local currency is the normal instrument. For the same product family under a different regime, the EU per-item charge applies to consignments rather than to weight.
The data point
FAQ
Is this an anti-dumping duty?
No. It is a safeguard measure, which is a different instrument with a different test and a different scope. A safeguard applies when a surge in imports causes or threatens serious injury to domestic producers, and it applies to all origins rather than to named countries. Anti-dumping requires a finding that a particular exporter sold below cost or below home-market price, and it names the companies it hits. The practical difference for a buyer is that a safeguard cannot be escaped by changing supplier, because it does not name one, while an anti-dumping duty can sometimes be reduced by sourcing from an exporter that was not investigated.
Why does the unit matter, and where does the per-tonne version come from?
Because the duty is specific rather than ad valorem. A specific duty is a fixed amount per kilogram, so the total depends on the weight of the goods and not on the invoice value. If the unit is misread by a factor of a thousand, the per-kilogram figure becomes seven ten-thousandths of a dollar, which is small enough that a reader treats the whole measure as negligible and stops planning for it. The per-tonne version comes from a compilation rather than from the notifying document: the Chinese trade-remedy network’s case page states the duty per kilogram in one paragraph and per tonne in another, and it is that page which English-language summaries tend to copy. The authority is the WTO corrigendum of 6 October 2026, issued to correct the heading of Table 7, which reads Specific Duty (Rupiah/kg).
Which products are covered?
Polyethylene tarpaulins, identified in the notification as tarpaulins made from polyethylene (PE), under Indonesian tariff lines ex3921.90.70 and ex3926.90.99. The ex prefix means the line is covered only in part, so a shipment classified under the same heading is not automatically in scope and the description of the goods decides at entry. The investigation period ran from 2021 to 2024 and the case opened on 18 September 2024, so the data behind the determination is historical rather than current market evidence. If your product is a woven polyethylene sheet used for covering, it belongs in the analysis; if it is a coated fabric for another use under the same heading, it does not.
What is the duty on one tarpaulin?
That depends entirely on the sheet, because the rate is per kilogram and sheets vary in weight. The duty is 13,400 rupiah per kilogram in stage one, which is $0.7494 at 17,881 rupiah to the dollar. A 4 by 6 metre sheet at 200 grams per square metre weighs 4.8 kilograms and carries $3.60. The same sheet at 150 grams carries $2.70, and a 3 by 4 metre sheet at 200 grams weighs 2.4 kilograms and carries $1.80. Weight is the input and the rate is fixed, so the first thing to establish for each SKU is the entered weight rather than the value.
When do the stages change?
The notification describes three periods and gives a duty for each, without dating them. Implementation is left to an Indonesian finance ministry decree, and that decree is the document that will set the intervals between stages and the date the measure begins. Until it is published, treat the three figures as a known sequence with unknown timing rather than as a calendar you can plan shipments against. The amounts themselves are settled: 13,400, then 12,391, then 11,458 rupiah per kilogram, a decline of about eight per cent at each step.
How we calculated this
The duty is published in rupiah per kilogram and the exchange rate is a dated reference rate. The sheet size and grammage are inputs, and the arithmetic is:
duty per kilogram = 13,400 rupiah / 17,881 rupiah per dollar = $0.7494
one tarpaulin = area x grammage
4 m x 6 m = 24 square metres
24 m2 x 0.2 kg/m2 = 4.8 kilograms
duty on one tarpaulin = 4.8 kg x $0.7494 = $3.60
container of 5,000 sheets:
stage one 5,000 x 4.8 kg x $0.7494 = $17,986
stage two 5,000 x 4.8 kg x $0.6930 = $16,632
stage three 5,000 x 4.8 kg x $0.6408 = $15,379
Substitute the weight per container from your own packing list, and use the exchange rate on the day your entry is filed rather than the rate used here. The invoice price of the goods does not enter the calculation at all, because the duty is specific.
The point
This is a duty where the amount is published clearly and the unit is what gets copied wrong, and the difference between the two versions is a factor of a thousand. That is a specific risk of publishing in English about measures that originate in another language: the number travels and the unit does not.
For a buyer, the practical consequence is that a safeguard duty on a woven sheet has to be costed by weight. Read the rate as per kilogram, put the grammage of each SKU into the landed cost, and treat the three stages as a reason to schedule rather than as a detail. The figure that arrives in English is a thousandth of what the port will charge.
